How it doesn't work!
The problem here is an often neglected fact about floatation - water
pressure is greater at lower depths. In position two the lower cylinder
will have greater pressure on it. The air in the lower cylinder will be
more compressed, therefore it will generate less upthrust (since it will
displace less water). The system will, therefore, stick in this position.
